Kakashi before sharingan

Talking about the kid Kakashi,he was quite powerful in his fights and duels,and was considered a prodigy.
Kakashi even fight a possibly Gai with his first 5 gates in the chunin exams,like rock lee when he fought gaara.

So he was still a skillful shinobi even without sharingan.He would have been a match for everyone,even if he had to lose in the end.

I believe Kakashi would have simply developed in other areas if he never got the Sharingan. He could have been a weapon specialist (his old chakra sword) who had his own great speed and was able to develop his own variations of his created jutsus. He would have found a way to grow strong as a shinobi to a similar calibur but not the same as the Sharingan of course.

If you consider being one of the last people not inside of a tree, having perfect Susanoo, being a master of the Sharingan, all without being an Uchiha, making his own Jutsu, being renowned worldwide, basically being Kakashi and saving the world not a good growth, you have incredibly high standards. Also, why are you not counting Kamui? That's one of his signature moves.

Kakashi became a Jounin when he was 12, the only known person to become a Jounin at younger age was Itachi. So yeah even with out Sharingan he is considered Elite among other Jounin level ninja
