Kakashi and Tobi

Shouldn't Kakashi be able to make random body parts dissapear and reapear at will since he and obito have the same eye shouldnt they have the same powers?

I know some of you are going to say he dosent have uchia blood so he can't do this but if so how can he use MS?

Its not like you need EMS to do kamui its a MS ability...
Just room for thought that's all

I always thought that Tobi (Obito) unlocked MS, and then Kakashi got it because theyre linked....unless you can unlock MS one eye at a time then disregard that

Different eyes. For example, Sasuke ''creates'' amaterasu with his left eye, but with right eye he can control the flames(AKA Enton).
