As of late, I give it to Sasuke. Sasuke is able to make a sword of Raiton (back when he attacked Madara) casually and wield it like a normal sword, something he used to have to use his sword for. That feat and all his others is what finally put him over Kakashi in Raiton but only by a slight margin IMO.

Kakashi's Raiton revolves around all ranges and can use it for different situation. Sasuke's Raiton is only close to mid range, and its variety is the same.​

Sasuke is far better than Kakashi at raiton. Sasuke is the most versatile and powerful raiton user. He can shape it into any form he wants like swords which are extendable by up to 5 metres (most likely more now), needles and Kirin which is a giant mythical beast.

Sasuke can use raiton in all his weapons like shurikens, swords and kunais. Sasuke can also emit chidori from his body which hits anyone nearby ( chidori nagashi).

Imagine that this is a Sasuke vs Kakashi match, but they both can only use lightning techs. Sasuke stomps.

Sasuke wins in power and versatility.

Raikiri can cut almost everything, Kakashi was able to cut lighting bolt bare hand, he can do anything with his raiton, raiton on weapons, he can extend at long range, control direction, link raiton by using clone, using raiton bunshin to paralyse target and for any shape with his raiton.Kakashi copied 1000 jutsus so this is a sample of the others hundreds of other raiton jutsus that he mastered with sharingan.

Sasuke can't use S rank raikiri, he didn't mastered it, he use A rank chidori and almost all his raiton are based on chidori, he can't even make a raiton clone yet, he only use rank chidori variants (shape,senbon,weapons etc...).Kirin won't change anything.

Both use shape manipulationin in various ways . Both are versatile with its use . Both can channel thru swords . Tuff to choose . A few differences however .In kakashi favor he has raiton clone . Raikiri > chidori , running beast jutsu gives kakashi longer range . Double raikiri . In sasuke favor his black chidori > lighning blade . ( black raiton seems to be more powerful than regular raiton ) Nothing in kakashi arsenal has destructive force like Kirin . He uses his raiton to attrack real lightning ! Thats thousands times more powerful then raiton made by ninjutsu . In versitility id pick kakashi , mainly because of raiton clone and double raikiri . In power id pick sasuke , because of black lightning and kirin . Sasuke could destroy part of a village with kirin . Id say its a tie ! Both are top notch raiton users

Of course the black chidori is stronger its fused with ying, and sasuke is randomly indras reincanaition, but Kakashis variants showed to be more useful.
Sasuke should be greatful to kakashi that he shared his own technique with him. Chidori has saved sasuke really often.
