I say Oro med-high diff, Kakashi would have a really tough time trying to kill Oro without Kamui. But if Oro plays with his opponents like he always does, Kakashi would probably try and snap off Oro's head, Kakashi knows what he's up against.

without it Oro takes it easily

We already almost saw them fight in the Chuunin exam arc. Which of course was before the kamui, but mentally Kakashi is the same. That being said he practically shit himself when Orochimaru walked in. I don't see kamui being a great factor as Oro can shed his skin faster than 4 tails Naruto could hit him. Kakashi needs focus and time to warp. He has only been successful with it with a distraction or point blank range(sasuke's susanoo arrow).
