I meant that Kakashi has to have a sharingan because without it his no Jonin and no ninja.

Wtf? He was a Jonin before he got Obito's eye.

even before he had sharingan

he just used sharingan to predict the opponent's moves
and thats when he knew where to aim his chidori

He can use but his accuracy is not 100%

Past tense, he "could not" use it accurately when he was a kid. There are no magna facts covering the use of chidori by an adult kakashi without sharigan.
