Minato wins mid difficulty. Mid-high at the very most. Nothing in their arsenal even comes close to threatening Minato here, and none can react to any kind of Hiraishin attack nor can they survive a hit from him, well, Sasuke can survive one hit via Oral Rebirth, but that wastes chakra and doesn't change the fact he can't threaten Minato.

Why is Sasuke and Kakashi restricted? Minato is still heavily favored with Kamui unrestricted.

Minato's far too quick for either of them to react to him, so Shunshin on top of all of that transferred momentum from that Shunshin towards the many kunai Minato will flick renders them incapable of reacting to him. Hebi Sasuke's fairly useless because Kakashi has greater defensive capabilities while Hebi Sasuke is predominately a CQC fighter with limited options in mid-range combat.
