Of course they surpassed them. Kakashi and Gai have been far more relevant than any of the Sannin have in the current times. Regurgitating Part I hype and ignoring anything that has been happening over the past 600 chapters is the only way one could say otherwise.

Tsunade's performance is utterly pathetic compared to what Gai and Kakashi have been accomplishing. She was flattened against Pain, accomplished nothing against Madara barring breaking a Susano'o ribcage with help from Onoki and Raikage's strike, and hasn't done anything of note on the current battlefield. Compare that to Gai shattering a superior version of Susano'o, Kakashi defeating Obito in singles combat, and the fact that both of them have been praised by current Madara and are among the select few playing an active role in what is probably the manga's the final battle.

Jiraiya admitted inferiority to three support paths of Pain, and only managed to defeat them with a Genjutsu that he didn't even know existed prior to the battle. Sure, Kakashi lost to two paths, but are we really going to compare Human, Animal, and Preta to Deva and Asura? Saying Jiraiya "fought more bodies" is the most ridiculous argument one can put forth when it has been shown time and time again that the paths are not "equal" in any sense of the word. Naruto steam rolled five bodies and proceeded to get curb stomped by Deva.

Orochimaru hasn't done much either. He was flattened by a mindless V2 Naruto, the same V2's that Kakashi and Gai managed to keep pace with. Sure, Edo Tensei puts him on another tier, but it isn't an active part of his power. In Part I, he managed to summon two hardly Jonin level Kage's (feat-wise), and in Part II, he didn't manage to summon any of them without immense help from Sasuke. Furthermore, Hashirama casually broke out of his control, so there is no guarantee his Edo summons would work in his favor to begin with under a normal scenario. Even Tobirama would have broken out if Orochimaru wasn't juiced out on Zetsu cells.



Don't worry,Kakashi doesn't need Kamui to beat Tsunade. All he needs is his speed, reflexes, and Raikiri to the skull. Perhaps a Shadow Clone or Genjutsu if he wants to be safe. Ditto for Gai, except replace Raikiri with boulder shattering punches in base, or perhaps 6th gated Asa Kujaku to the skull if you want to be safe.

First off the reason why this is a fair comparison is because of the situation, J-man fought pain with no intel, on enemy turf, with no support, final results j-man takes out 4 pains
kakashi had intel(gathered by j-man) had home field advantage, the element of surprise, support, and a plan
final result NO PAINS defeat by kakashi and kakashi getting killed


Orochimaru was playing with naruto to see how powerful he was and he had no jutsus


That whole thing about edo tensi besides stand there what did sasuke do to help him with edo tensi, and the only reason that they released themselves was because he wanted them to talk to sasuke if he would have immediately binded them when they were brought back they would all be under his control, but still hokages 2-4 is still impressive. In a normal scenario you don't animate the body before you place the tag in this was demonstrated by both orochimaru and kabuto

The only thing kakashi progressed in 668 chapter is kamui, and he can't spam it especially he's non uchiha, meaning strength about the same.
The only thing guy progressed in 668 chapters.. really there's no progress of this guy... He we all new he could open 8 gates since part one. Eight gates is a corpse, a corpse can't win a fight. If you insist, then part one gai is already the strongest in the whole country since he already knew 8 gates.
