Um I think so... if not then, Why Kisame is one of the Seventh Swordmen of the Mist? I dont think he was officially annonced by the leader... I mean he just killed the orange potato for Samehada.

Kisame was a mist nin though in possession of samehada, that automatically makes him a swordsman of the hidden mist.
Kakashi has a sword but is not of the hidden mist.
