It actually is. Kant had the same thought as me: We cant say theres an objective reality to value. What we value is always determined by what we believe is true.(itachi also said something in that direction to sasuke). The reality itself can never be better than the illusion itself, without individuals to value it. So if these individuals value the illusion more than the reality,(like it would be in infinite tsukuyomi), then we get the result:
