It is. Basically Sasuke, the top prodigy of his class and one of the heirs to The Sage of Six Paths himself reached Chuunin level at his fight with Gaara in the main finals and Kakashi was at that level before starting at the academy and before getting Sharingan.

There are thousands of fodder Chuunin... part 1 exams are not an example of how strong a regular Chuunin is.

Most of K12 and Sand team would be able to defeat a fodder chuunin before the exams.
