Why would she need Zetsu? She is already god level.

Even an Edo army would be more efficient.

Unless these Zetsu are special.

We know the fake white Zetsu spawned from the Gedo can absorb chakra. Perhaps the real white Zetsu, from the Shinju itself, in addition to absorbing chakra, can transform another person into a White Zetsu.

So here, Kaguya would be trying to turn the whole universe into Zetsu Slaves. Kinda like the Borg from Star Trek and Kaguya being the Borg Queen.

Zetsus can talk to each other I think it's meant to show an omnipotent and omnipresent quality to her

As someone above said, Zetsus can share information, and Zetsus can also record things. I think Kaguya wants to have complete knowledge of everything in the world, oh damn that sounds like Orochimaru. Possible connection between them maybe?

her zetsu are probably stronger or i would find it dumb to transform kage level shinobi and jounin levels etc into one hit ko zetsus like those in the war.
