Kaguya's will?

If BZ was kaguya's will all along wouldn't it make sense for it to be connected to her in ways more than just her will to 'exist'? It looks as if she's completely aloof to what's been going on. If madara realized that naruto and sasuka got powers from hago then BZ would have known too. In short, I'm wondering why the information BZ has gathered hasn't been relayed to kaguya.

If it was ALWAYS Kaguya's will than why back all of those chapter did it have a wireless connection to Madara? (Sorry for saying wireless, couldn't think of a better explanation.. )

madara didnt know how they got the powerups he just new it was something far beyond explanation and just cuz madara knew doesnt mean that BZ did

Madara didn't know about their upgrades in the first place. He just noticed that they suddenly were much stronger, but that's it.
