The 'Will' things can mean many things in NV ..... like the Minato's and Kushina's chakra sealed in Naruto had personality and will of Minato and Kushina but was separated for the main source of their existance ... Basically its independent extension of whole, like a runner child from a whole tree. Also mangapanda translation sucks.

Kagaya is supposedly part of the juubi at one point. The tree and her made up the juubi, I guess.
