Not really. Chakra doesn't equal to skill. She may have the chakra of the listed, but she herself has no skill to utilize that chakra .​

Except for the fact the sage mentions her dominance over the people,the fact she had a byakugan and a sharingan which allowed her to see people from a distance while covered and still able to cast a genjustu on them.

Oh and the fact she called down a pure lightning storm not just a lightning bolt with prep time.
