This is a very simple idea that explains how how I believe KKG originated and were passed down.
First it needs to be pointed out, just in case somebody missed it, that Kaguya was the first person to cast the Mugen Tsukuyomi.

Eventually somebody stopped her, but I think that there was an unintended side effect of the Jutsu. Which brings me to Madara casting the Jutsu. After he cast the jutsu something odd happened. Everybody who was put under by the jutsu had their eyes changed into the Rinnegan.

Now here's where all of the worlds KKG came from, I think that after the Jutsu was dispelled everybody in the world was given a part of Kaguya's power. Basically everyone became a Path of Kaguya and gained one of her powers, just like each one of Nagato's six paths could use one power.
If this is true then it would mean that Madara's powers could be split between everyone when he used the Mugen Tsukuyomi. So after he the jutsu is undone everybody who had it used on them will be given a part of Madara's power or an ability of his. Meaning everyone in the world gets a power-up.
