I can't imagine ordinary ice holding down Naruto who's strength is on par with Kaguya and Madara (somehow). I know Haku's ice was resistant to fire and physical attacks due to being infused with chakra, so I'm guessing Kaguya's ice was extra durable due to being infused with her Godlike chakra, no? I wish they would have noted this in the manga though.

The only counter to that Jutsu was Amaterasu back then.
But the story was rushed, everything related to Kaguya was left unclear.

Not quite, Naruto smashed through the glacier with his boil release, but Kaguya seemed confident it would hold him, she already knew the extent of his normal physical strength. If it was normal ice, Kaguya would have been severely underestimating Naruto's strength even after seeing it in action when they originally clashed. Also how would Naruto rip off her arm so easily if he wasn't at least as strong as Juubito? Juubito broke out of multiple gates created by Hashirama which held down the Juubi, the Juubi wouldn't have been apprehended by some frozen water. It had to be special chakra infused ice like Haku's just on a much higher level.

Yeah, the strength of an element depends on how much chakra is put into it.
