Somehow, given her expanded backstory and that demonic, very uncanny panel of her in this chapter, I got the impression that Hagoromo was forced to kill Kaguya or sealed her and she became the shinigami of the Shikifujin.

The one panel with the shadow looked much like the Reaper so it is possible, the only thing that puts up a big roadblock is that the old sage said himself that his mother was beyond any other person or being. So maybe she choose this way in the end willingly kind of as punishment for her own wrongdoings.
