I'm sure she can. Kaguya limit is her imagination.

I also believe that Zetsu recorded every jutsu so Kaguya could use it. Byakugan + Sharigan = perfect to copy jutsus, even kekkai genkai.

Probably both, like how Sasuke coated his susanoo over Naruto's KCM.

It is neither of the two. Neji had shown in part 1 against kidomaru to create chakra around himself which was unconcentrated and uncontrolled. Kaguya being capable to do both on a different scale will probably give her the ability to create a susano level shield with her byakugan alone.
