Once again all three are at their known peak power and with their primary arsenal. The battleground is once again a neutral ground with no natural, technological or spiritual influences (so no water, outside weapons or spirit world). Just the combatants and their skills. However for this fight all three are limited to their base forms only
"Coveted all chakra."
That means she wanted all chakra, she didn't have all chakra. Kaguya perform the Infinite Tsukuyomi at one point.
I guess giving birth did split her chakra though, but it still doesn't belong to her.

You are right. We need to remember when Hagoromo spreading chakra through Ninshuu. That chakra only recieved by generations of human on his time.
I dont think Hagoromo gave his chakra+Juubi chakra for future generations also. Or created some form of Chakra storage for future generations and from that storage, human can take that chakra for themselve.
I dont think Hagoromo does a calculation on the human populations from past, present and future and prepared enough chakra for them all.
After he gave chakra to his generations of human. Chakra became a natural thing for future human. A Natural cycle.
Take this for example. Butsuma is Hashirama's father but do you think Butsuma chakra reserve is larger than Hashirama's chakra reserve?
Thats mean future chakra is not Kaguya's or Hagoromo's chakra anymore but this chakra came from this two people.

From my understanding of manga, Hagoromo gave human of his generations chakra but it purposed was not to create weapon but for spiritual connection and peace. Ninshuu is the art of connecting chakra but Ninjutsu is the art to create weapon from chakra.

Kaguya's full power is all of it. Hagoromo/Hamura get some power from Kaguya, then she turns into the juubi.
Hagoromo splits juubi into Bijuu, shares his chakra with Ninshuu.
Kaguya is stronger than the juubi.

I think the meaning of "Mankind, endowed with Kaguya's dispersed chakra" stated by DB was human generations after generations wield the chakra that originally belongs to Kaguya. Chakra that owned by Kaguya before is now exist inside human starting from Hago time until now and then future.
I say, all chakra inside human belongs to Kaguya in the context of ownership and not quantity.
What I mean by ownership is all chakra start from Kaguya or originally owned by Kaguya. Hashirama, Madara, Naruto chakra etc is originally came from Kaguya.But I dont think Kaguya owned all that chakra in the context of quantity.
Im asking you if the logic follows chakra inherit by future generations in the context of quantity. The predecessor need to have large chakra reserve. But look at Butsuma, do you think he had chakra reserve larger than Hashirama, Tobirama and Itama combined? If not, where Hashirama got his massive chakra reserve. There is no Kaguya or Hago or Ashura to split their massive chakra for Hashi.
Yes, Hago and Hamura got their chakra from Kaguya by splitting her chakra reserve. Thats why their chakra reserve is massive. But who splitted his/her chakra reserve for Hashirama?
Thats mean beside chakra inside Hashirama or Naruto body came from Kaguya but nature also help in giving chakra before birth. And if you say nature not having any involvement in supplying/giving chakra, what is your answer on chakra blooming/booming? From where that chakra came from when parents not a chakra monster?

Hagoromo spread Kaguya's chakra by giving it to humans all around the world as he wanted to teach them how to connect using that chakra through Ninshuu. The chakra the people had in the current generation isn't exactly her's since they were born with it (after Hagoromo gave people her chakra, their descendants inherited it).
Although in the end, Base Kaguya's power would still not simply be the Juubi that the SA faced. Her chakra was spread between her two sons (Fragments according to her) and quite alot of it was given to humans accross the world. The Juubi that Hagoromo had was stronger than the one the alliance faced (the only chakra it was missing was Hagoromo's and Hamura's) not to mention, Hagoromo created the Bijuu from its remaining chakra after he had already given alot of her chakra to humanity.
This actually made me realize something else just now. Prime JJ Hagoromo's power is actually more than I thought...since at some point, he had the chakra that he spread accross the world to himself which means that 10 Tails Madara and Obito had was far inferior to his...that would also mean his overall "stats" would be given a bigger boost (when it comes to Kaguya's power, more chakra=more power, speed, etc.)
Kaguya has used IT before. the God Tree preserves the victims. Apparently every living thing is caught in the illusion regardless of whether they have chakra or not (Even animals were caught in it or atleast I presume this after a cat was shown with the Rinnegan reflecting on its eyes indicating that they were caught in the illusion). The dead, however, are not affected by the illusion (Edos weren't affected by it). This makes me believe that the requirement to be affected by it is to simply be alive and exposed to the light (an assumption but that's how I make sense of this).

Well! back in the day when she fought Hamura & Hogoromo It wasn't that many people with chakra...it was just kickin off. An seeing how it took both her son's who were not weak to take her down..i'd say she is stronger than we think.

Yes she coveted all chakra and temporarily had it upon eating the fruit. Then lost it when her chakra was split between her sons which was already stated in the manga so I am not sure what you are confused about. Then she tried to regain it.
It was her power the moment she took it. And by fusing with the shinju she also became a part of chakra's genesis. The juubi is not a new entity. It's a transformation. It's still Kaguya just with her power enhanced by the shinju to go into some type of battle mode.
All chakra from the past, present, and future seems to be Kaguya's. Granted it is confusing given that it seems every new human with chakra seems to add to the overall amount. But we have to look at Kaguya and her children to understand there is a finite amount of chakra. It seems everyone's chakra is a product of taking some from their parents.
Even if it doesn't make sense that was what the manga was telling us. Once all chakra was reunited then Kaguya's power could be replicated. Not surpassed.
