There are bound to be those that avoid IT.

Descendents of Hagaromo( Ashura, Indra), Edos etc.

The Zetsu Army is met to fight against those that avoid IT.

She is powerful enough to do it herself, but she doesn't want to risk damaging the earth beyond repair.

Except the Earth is her nursery. If she exterminates the survivors herself, it might damage the earth too much.

So she would use the Zetsu army for that.

She can just reduce her power levels and kill them without causing too much destruction. Plus I don't think anyone would be able to resist IT.

Well, if they don't turn into Zetsu's, then the survivors would have less trouble to deal with.

The whole purpose of IT is to get the fruit and become invincible. The purpose of the zetsus is just to ensure this main goal gets met.
