All the Oosutsukis except Momoshiki and Kinishiki. No matter how people slice this they were the weakest and lamest Oosutsukis seen thus far.

Kaguya was a Goddess and a badass.

Same goes for Hago and Hamura.

Toneri was pretty good as well. Sliced the moon in Half and had his own Chakra Mode.

These new villans lacked teamwork, everything basically. Naruto and Sasuke soloed the shit out of them and Boruto put him out of his misery.
