According to ***********, Kaguya never wanted to collect chakra for herself by becoming the Juubi. She never wanted to create a second chakra fruit for herself by recollecting the chakra.
She wanted to take the chakra in order to disperse it among Hagoromo and Hamura. I'm assuming because she was confident they could achieve peace.
