Think about it, She had these two beautiful children, whom she loved and shared her live and power with. They were probably going to be the royal protectors of the world, living a humble and dignified life.

But they were part human. They had desired, and Kaguya began to notice.
She figures they might grow out of it. And they never did.... But this is where it all went downhill. Then they started to share their powers.

Time probably works differently for her kind, as they all seen to be immortal, so to her the Sage and Hamura are still kids. Who then had children, which she probably would've let slide if they didn't start to share ninshu with humans.

So Kaguya felt that she need that power back inside of her to maintain peace, she was actually selfless and a hero.
To keep the world at peace she was willing to be alone and watch over it, giving everyone their idea of utopia.

And being a Hyugga Goddess, I doubt she actually see's physical form, she just see's chakra and intent. Which is why she was confused by naruto and sasuke.​
