It wasn't Kaguya's chakara though. Technically it was Hagoromo's chakara. Hagoromo was born with his chakara, thus making it his.

@Bold: Indra wasn't a victim. Indra was the cause of the problems. He is the one who started a centuries long war because "daddy didn't choose him" to be the leader of ninshuu.

You also speak as if Kaguya didn't contribute to that strife herself. It was literally a manifestation of her will that manipulated the Uchiha and Senju in that centuries long war. It was ultimately Kaguya's plan (that was later bequeathed to Madara via the tablet) that led to the 4th war.
