Well, not in the way you are thinking. Hagoromo said that it would make sence for him to be an alien to Naruto.

The actual definition of Alien is a person from another country or nation.

Naruto obviously wouldnt know that, but Hagoromo might. Remember, this was in the part when he was speaking in ridiculously complicated ways.

She may or may not be born on Earth , cause it's still kishimoto's story.

There are different stories that have simlilarities with Kaguya's story in Naruto.

Most of them have Kaguya coming from the sky(the moon).
