It means she was a separate being from other humans. A being that has power. It was stated earlier that Kaguya came to the human world to take the fruit to gain its power. Ergo she may have had powers separate from the chakra fruit. Likely her own Byakugan is a prime example.

Her dimensional travel technique may have been one of her original powers...
