Notice she says ''And me too''. Maybe Kaguya didn't think Madara would actually make it his far because its been so long since she seen the light of day. This had to be Kaguya talking because Zetsu would already know Madara's plan 100% if it was his will but it is not, so Kaguya was in the dark on some parts of Madaras plan and she was surprised he made it this far herself, no?

I have to disagree. This is not the case for such large IPs w/ story told in Arcs.

I know it is common sense mostly, to expect that the author came up with the ending already.

However, after I saw few interviews with some writers, they reveal that they come up with stuff on the fly a lot.

Game of Thrones is a good example.

Yeah, they do, just not with the ending. If the ending is made on the fly, it's usually shitty (Dexter).
