Ok now I have seen a couple of theories on how Kaguya is in fact a being from the Deva realm that was either exiled or came to the Human realm. Once there she tried to gain power for attacking her home realm and taking it over.
I will reference Veritas' thread specifically.

So lets analyze her plan in detail and think it over:
First lets go over her personal powers prior to her coming to the Human realm.
It is very likely that she already had personal power greater than any Shinobi has achieved on their own with only their own chakra without legacy powers like Naruto and Sasuke currently have.
So we can state that she was already immensely powerful before coming to the Human realm.
Kaguya was either banished to the Human realm or specifically traveled to it. Why did she go to the Human realm you might ask?
The Shinju, as in the god-tree which had not yet become the ten-tailed beast, becoming the ten tailed beast is something it specifically could not do on its own, that was a state it could only enter once Kaguya had absorbed it or become the focal point of the god tree's powers.
I liken the Shinju to be a focal point, or a fountain of natural energy. A creature through which all natural energy might be controlled. IE a source of immense power.

After she gained this transcendent power she proceeds to try and rule over the humans there....here is a question: WHY??
If she was a being from the Deva realm she simply would not care about Humans. She seemed set on using them in Infinite Tsukuyomi to create an army of Zetsu. So why wait until Hamura and Hagaromo are fully grown to carry out her plan?
Did she create her sons to help her? To be her generals? When they rejected her plan she tried to "unmake" them and failed?
Overall I question the sense of this plan of hers, here are my points regarding this:
1. What the heck can Zetsu do against Deva realm beings that might be as strong as some of the greatest Shinobi dead and alive?
2. Why bother making Zetsu if you already have ultimate power in the form of the Shinju?
3. Why bother trying to control the Humans of this realm if she planned to make them into mindless zetsu for her army anyway?

Honestly NONE of Kaguya's actions make sense in all honesty.
