As we know, Kaguya fused with the shinju to become the juubi in order to take away the chakara that was inherited by her sons.
However, I noticed that Kaguya is a lot stronger as herself than as the juubi. As herself, she has infinite tsukuyomi, the dimensional shifting jutsu, hair senbon, nature manipulation, etc... She could have simply warped Hagoromo and Hamura to the sun in another dimension or to a black hole and it would have been over. You may say that she was only trying to take their chakara and not kill them, but we know that in the shinobi world, whenever you drain all of a shinobi's chakara, they die anyway. Therefore, if she had just killed them, then nobody else would have chakara (assuming that Indra and Ashura weren't born yet) , and all chakara would once more be posessed by Kaguya.
Anyway, the juubi can do a lot of collateral damage with jutsus like tenpenchii and bijuudama, but as the juubi, Kaguya seemed to lose some sapience. Therefore, she could not properly use her power. She was also enormous, which made her an easy target for Hagoromo and Hamura to seal (unlike the present situation where Naruto and Sasuke are having trouble sealing her).
In short, Kaguya > juubi. She should have fought her sons in her normal form.
Also, I have to give props to one member of the base because this member once said that the juubi was a girl. This member's reasons did not quite turn out to be accurate, but in the end she was technically right since Kaguya is the juubi.
