I think it's safe to say that the Shiki Fūjin is indeed Kaguya Otsutsuki.

"My mother used to be called the Rabbit... Eventually began to be feared like a demon"

The Demon = Shinigami

And the Shinigami seals it's opponents inside Kaguya's Infinite Tsukuyomi.

That would be pretty cool but I don't believe kaguya is the shinigami so I disagree even though I like the idea.

As for Infinite Tsukuyomi in Shiki Fūjin considering none of the revived Hokage's mentioned anything about it when they were revived I'm doubtful but it's a nice idea.
