[Theory] Kaguya Otsutsuki is building an army because

She wants to avenge her husband/boyfreinds death. It would make perfect sense as to why her will is stronger than the rest. Her will to avenge her husband/boyfreind death was without any chakra, his killers i believe had a grudge on both kaguya and him. To save one, one must be sacrificed. Why else would she want to build an army for?
