Woman eats that fruit and her family explains to everyone how to use Chakra. Genjutsu works by controlling a user's chakra. Juubi probably came up with this plan and saw in the future that someone would try to perform this and when they would try to use this genjutsu to enslave the world. Juubi would take over and have peace on its planet
