She's not altering the dimensions, she is moving them through the 8 dimensions. Related to the six paths, yin-yang chakra and to the nature elements. Note the order they're going in. The final one is the kamui dimension. Guess where Madara casted his jutsu on BZ?

My current theory is Madara split himself using Rinbo. He learned the technique by watching the guy that resurrected him as an Edo Tensei. Half of Madara's power got sealed in Kaguya. The other half is waiting in the Kamui-dimension.

I can't find the panel but there was a bit in early part 2 about how S06P used the Creation of all Things to create the world. Probably her technique is related to that.
