I mean lets look at her powers, her bone jutsu are 1 hit kill jutsu, when Kaguya turns into her Bijuu form just by grabbing is 1 hit kill.

The really bad thing is she has no skills, she has no strategy. Black Zetsu was the one doing all the thinking, strategy and talking, while Kaguya just spams her power.

Kaguya never fought that much, that's why her battle senses are lacking. Thankfully, BZ makes up for that. But yeah, no duh she's really OP. She's the strongest and most likely won't ever be surpassed in power.
