Kaguya is more of a sociopath than Oro

I think what he meant was that she didn't have an expression. All the villains Naruto has fought were evil but they had personalities, even if sadistic. However Kaguya was all about power nothing seemed to satisfy her, she was just completely emotionless. Even Zetsu her supposed will had much more personality than her.
