Yes, in a way she was, although it's still pretty ambigous. Black Zetsu said that Kaguya was a "part of it". She was obviously originally a seperate being from the Shinju, but later she (or a part of her chakra/will) was merged with it to form the Juubi.

She was the first being to utilize chakra, was she not? The Juubi was the progenitor of the Bijuu, it's never been stated to be the progenitor of chakra.
