I believe that it actually IS genjutsu. But she's using Hagoromo's yin-yang element jutsu Obito mentioned during his fight with Konan to turn the illusion into reality. I believe the wiki calls it "creation of all things." It's what Izanagi was derived from.

How about inyouton/omnyouton . Use yin to form the dimension, use yang to give it life.
