Sasuke "discovered" not created the Ninjutsu yes. Kaguya did not use Ninjutsu but she did have chakra, which tells us she used chakra to control the Lightning (much like Sasuke) its basically the Origin of Kirin, indirectly perhaps.

Surely, but her powers came from the Jubi - so the same conclusion applies, Jubi -> Kaguya "Pre-Ninshuu Fruit Version or whatever u wanna call it" -> Sasuke "Ninjutsu Version"
that doesnt change the fact Sasuke has a similar ability - like I said, Sasuke has the Ninjutsu version, more Advanced "in a manner" and better Shaped.
No Sasuke has the ability to control the lightning, Kaguya and Juubi effected the enviroment completely
I didnt say they were the exact Same jutsu - I sayed Kirin is a variation of that Jutsu and thats no evidence to the contrary. Jubi has no mind so Naturally he cant control it, Kaguya on the otherhand we have no proof of whether or not she could control it, regardless She could still summon Natural lightning by raising her hands "after she gained - concluding that chakra is involved" similar to Sasuke's Summoning of lightning, with the exception of controling it (perhaps) would you say an uncontrollable rasenshuriken is not similar to rasenshuriken? - everything develops overtime, Sasuke had the advantage of having Ninjutsu "something that was developed later on"
They don't control anything like Sasuke does, they just release their chakra and it's so strong that it affects the enviroment, Sasuke just controls the lightning
That is a bold claim as we know very little of Kaguya's version.
