But when she does show personality, as last chapter when she remembered her sons, people bash her for being too emotional and not pure cold evil.

She is just not the type of villain that likes to talk all day about his cool plans and stuff. For now, Black Zetsu has that role.

It was poorly done, random and even then she didn't say much. She doesn't need to talk all the time but she should talk more let us know about her morals, ideals, goals etc. Maybe some flashbacks or something. At the moment she's just a brainless powerhouse.
