Those who say such things as "this is asspull" are just butthurt kids. However, I don't think Kishi had it all worked out from the start. He just had a rough sketch of what Zetsu's role will be and as the story went on he had time to improve the idea and he kept on adding things. It's unlikely he had it all planned out from the start but he had it partially figured out.
