Its very Obvious that Kaguya used Zetsu as an army so that she could protect earth from alien Invasion.

What else does Zetsu used for? To kill each other? L0L. There is no enemies in Earth now that Humans got caught in Infinite Tsyukomi.The only enemy in Earth is aliens from outer space so this is a very logical reason.

So expect Naruto and Sasuke to fight in outer space.
