Tobirama appears to imply that he's seen Kagutsuchi before but used in a different manner.

This is Sasuke's right eye's power and the one that allows him to unlock Susanoo. Now, did Tobirama see this through Madara or Izuna? Both? Kagutsuchi is the Shinto God of Fire and younger brother of Amaterasu, Tsukuyomi, and Susanoo so, it goes along with the myth.

Also, how it's different could be a hint that Kagutsuchi can also work to control fire in general and not just Amaterasu.

I feel as if possibly Izuna had it. Hell Madara might as well.

not because madara hasnt used it (he didnt need to
but because tobirama always fought with izuna and we dont know much about him, so kishi could be trying to hint us at izuna's power

Kagutsuchi means flame control, it is not confirmed to be amaterasu & idk why people keep thinking this :|

炎遁・加具土命 - Release - flame and pressure tool soil life

It doesnt say "flame control" but it still means the same thing (you are merely giving an example of a name & not the literal meaning).

They make the same paraphrasing with shunshin too.

They make the same paraphrasing with shunshin too.

The wiki page gave a translation of the root meaning, so I assumed that was correct, I suppose you're right though.
