First hokage,he can heal almost instantly in battle,has complete control over wood release and even has sealing jutsu,he fought madara and kyuubi together and even managed to stop kyuubi,but if ur talkin of wats goin on now,it will be madara just bcoz he has hashiramas dna,which brings us back to first hokage being the best

Third Raikage has incredible strength, he's almost untouchable, so I'll say that he's a little stronger than A.

Tsunade has the most pure strength + she can heal herself without using any handseals, but still she's not even close to strongest.

Yagura was a perfect Jinchuuriki as stated by Danzo, even Kisame with Samehada said that he would get killed by Yagura if they fought. But he lacks feats, so he's not the strongest either.

Lol, I just pick randomly these Kages, maybe I should just say who's the strongest..(Excluding Hashirama)

Hiruzen Sarutobi. He's hyped the most, he knows every jutsu of Konoha, maybe has the strongest summon, King Enma. Summon is not only strong himself, but it can transform into a badass weapon, which even pulled Nine tails out of the village.
