he Tsuchikage (土影; Literally meaning "Earth Shadow") is the leader of Iwagakure and as such is the most powerful shinobi in the entire village. The process for which one is chosen to assume this title is unorthodox compared to the other Great Shinobi Villages.

The Shodai Tsuchikage was a member of the Kamizuru clan since Suzumebachi Kamizuru was searching for his forbidden scroll for bug-users and mentions him as her grandfather. He may possibly be one of the founders of Iwagakure.

Main article: Hiruzen Sarutobi Hiruzen Sarutobi (猿飛ヒルゼン, Sarutobi Hiruzen) was the Third Hokage (三代目火影, Sandaime Hokage; Literally meaning "Third Fire Shadow"). His name, inspired by Sarutobi Sasuke, means "jumping like a monkey", further supported by his Summoning Technique which summons an ape. His mentor, Hashirama Senju, the First Hokage, also nicknamed him "Monkey" (サル, Saru). Masashi Kishimoto originally planned for Hiruzen to be a dog, but eventually dumped the idea for being "too weird".

Main article: Minato NamikazeMinato Namikaze, mostly referred to as the Fourth, graduated from the Academy at the age of ten and would go on to become the student of Jiraiya. There he was taught the Summoning Technique and signed the contracts with the Toads. Minato mastered the technique, being the only person to fully control Gamabunta, a feat not even his sensei could do. His skills would further grow with the development of his own jutsu, the Rasengan (although he did not live long enough to complete it) and Flying Thunder God Technique.
After attaining the rank of Jonin, Minato was given direction of his own team, which consisted of Kakashi Hatake, Rin and Obito Uchiha. Along with Kakashi, Minato's reputation greatly increased during the Third Great Ninja War, where his skills earned him the moniker of Konoha's Yellow Flash.
Later on, he became the Fourth Hokage (Yondaime Hokage). However, he is most famed for his defeat of the Nine-Tailed Demon Fox. When the Nine-Tailed Demon Fox attacked Konoha, Minato rushed to the village, where he and Gamabunta faced off against the Tailed beast. Near the end of the battle, Minato made the ultimate sacrifice: using the Dead Demon Consuming Seal, he sealed the demon fox into a newborn child, Naruto, in exchange for his own life. His dying wish was that Naruto be viewed as a hero, and not the container of the demon fox, a request most of the villagers did not honor.

During her first appearance, because of her love for gambling, her assistant Shizune is seen carrying around a briefcase filled with I.O.Us (I Owe You). Also she is a brilliant Medic-Nin, whose skills are known far and wide.
After the Third died and Jiraiya declined being given the title of Hokage, he thought that Tsunade might be a more appropriate fit, and also speculated that her Medic skills would be of good use to heal the wounded ones from the previous invasion.
After a long journey which included betting Naruto couldn't complete the Rasengan by the end of the week, and encountering Orochimaru and Kabuto in a difficult fight, Tsunade finally agrees to become Hokage.
The Mizukage (水影; Literally meaning "Water Shadow") is the leader of Kirigakure. As the official head shinobi of the Hidden Mist Village, his word holds sway over all political and militaristic issues that present themselves regarding Kirigakure and its villagers. The only known Mizukage so far is Madara Uchiha, although it is unknown when he was Mizukage and how many Mizukage came before him and after him, if any. Zabuza Momochi once staged a failed coup d'?tat against a Mizukage, although it isn't known whether or not this was Madara or another Mizukage.

The Third Kazekage is considered to be the strongest Kazekage in the history of Sunagakure. He was kidnapped by an unknown enemy, but was never found due to the outbreak of war that forced the village to end their search. His body was never found, either, so he was presumed dead. Sasori turned out to be his killer, and had converted the Third's body into his strongest puppet, which he used against Chiyo and Sakura Haruno.
The Third had a special genetic trait that allowed him to turn the chakra he molded into magnetic fields. This ability allowed him to create his iron sand, based on the jutsu used by the previous host of One-Tailed Shukaku. It is unknown if this was wholly unique to the Third, similar to the First Hokage's ability to perform Mokuton techniques.

The Raikage (雷影, Lightning Shadow), is one of the five great Kages of the Naruto world and leader of Kumogakure. It is unknown how many Raikages there were in the past, but the current Raikage is the older brother of the Jinchūriki of the Eight-Tailed Beast, Kirābī. It is hinted that Kirābī, and therefore the Raikage as well, comes from the Yotsuki clan. It seems that he is very physically strong, he appears lifting a large amount of weight with just one hand and broke his desk with a single punch, Kirābī also mentioned in the fight with Sasuke that before him, only the Raikage was able to deflect the Eight-Tailed beast.
