All we need is to find a way to fairly select the kages, the kages will start a group then make a sub forum.Anyone will be free to join anygroup, but once they have they cant leave. Also anyone will be free not join. So what u think?</div>

The only problem were Madara and Shodaime fighting over the Hokage title......so, this time...... i already have an idea how to solve it
