I see Muu and the 3rd Raikage as the best, and I'm amazed that the Manga said the 1st Hokage is above all. I can't imagine how strong the 1st Hokage is if he is above both Muu and the 3rd Raikage.

Minato obviously, but besides him i would probably choose Tobirama cuz he is swaaaaagg :cool:
