Then why didn't the present Kage Onoki, Bee or Naruto do anything about it as it solo'd the very island they stood on?

Onoki hadn't had a chance to directly face off against it (which would have been one sided anyways considering Onoki was capable of blowing up the entire island), and Both Bee and Naruto never even saw the snake. All three of them would have dispatched of it easily, so I don't quite understand what you are getting at. Anyways I was referring to the kage listed in this match up.

Kabuto would be wasting both time and chakra summoning it here, because it would only get clowned.

It was an immediate threat, how wouldn't one of these elite ninja would've intervened? Because they couldn't work out what was happening or couldn't comprehend it? Being superior to the already-powerful Manda in power and skill already makes it a valid threat to 90% of shinobi. Not to mention it's insane speed feats.

We're not saying Manda II VS the Kage, it's Kabuto and his many techniques VS the Kage. Manda II is one of many and simply being summoned as landfill could end the majority of ninja.

Either way, Bee's animal friends and the entire island were in danger and nobody could do anything.
