hashirama definitely because he beat madara and controlled the bijus and gave it to the other countries. this makes him obviously the strongest kage. the 2nd strongest is probably minato namikaze

That doesn't automatically make him the strongest, his mokuton jutsu was designed to suppress chakra. He can't control the tailed beasts he only keeps them in check. It's not like where Madara was controlling the Kyuubi with the sharingan, he just makes sure they don't go crazy on people. It is like what Yamato does to Naruto but only on a bigger scale.

Also we don't know anything about their battle and how strong either one of them were back then. We have only seen a very weak IWR version of him. If we go off of what we have seen then he isn't that strong. I'm pretty sure he was stronger than that but to tell the truth we just don't know anything about him or Tobirama or really any of the kages other than the current ones.

He beat Madara who had ems and nine tails and they were definitely strong back then Madara and Hashirmama were the leaders of two of the strongest clans in ninja history. Sorry other kages don't hold a candle to hashirma except for minato who is a genius that comes once in a few generations.

If it's an all out battle, like all step into the arena and fight to the end... it's either Muu or Minato, i mean those two could stay of of sight and just finish off the last guy...
Also it is kinda dumb, we no very few about those guys... i mean if they were like Naruto, the main character and we would see everything he does, his training his jutsu... the yea... otherwise it is jut dumb to try and compare.

Minato is no doubt one of the best shinobi due to his incredible speed and FTG. Hashirama is also one of the best because his wood element abilities are unrivaled by anyone. Both also have the Will of Fire instilled within them.
