Just how I think the Kages should be ordered. This is also during there reign, not at any other point in their lives. (Gaara is also his current, not a Jinchuriki)(Hiruzen is old)



Tier 1: Hashirama

Tier 2: Yagura, Third Raikage

Tier 3: Minato, Tobirama, Gaara, Ohnoki

Tier 4: Muu, A, 4th Kazekage, 2nd Mizukage

Tier 5: Tsunade, Hiruzen

Tier 6: Mei

Your list is nice, but I believe I see a mistake. You placed these shinobi according to their reign, but hiruzen reigned twice. You placed him according to what you believe his power was during his second reign, but you have completely ignored his power in his first.

In his first reign he was above all other kage, and known as a God of Shinobi. Also most people overlook the fact that hiruzen is capable of using every jutsu in the village(except KKG) and had massive chakra reserves as well. Once again this is during his first reign.

So If I were to create a list based off everyone primary reign as kage it would go as follows:

Tier 1:
Hashirama, Hiruzen

Tier 2:
Tobirama, Yagura, 3rd Raikage, Gaara

Tier 3:
Muu, Onoki, 4th kazekage, Minato

Tier 4:
Tsunade, Mei​

Did you even read my post. I based it off hiruzen's first reign as kage. whilst he was in his 20-30's. Not the older hiruzen in which we had seen in the beginning of the manga.

That's only baseless hype. Anyways, according to Jiraiya, no one was able to surpass prime Tsunade in terms of combat abilities and medical ninjutsu. So prime Tsunade should also be at least on the 2nd tier, yet you put her on the last. Now what?

obviously you haven't read the OT.

He says he ranked them based off there condition when they were kages. Tsunade was not a kage in her prime.smh
Please stop trying to dominate a conversation because you seem to not understand everything that is being said.

And most of all we know from all the kages is hype, yet you still placed 3rd raikage, 3rd kazekage, 4th kazekage, and other past kage on your list.

The only thing we have to tell us what kind of a hokage hiruzen was during his first reign is what people described him as. So I am using that. And most of the hype giving to hiruzen came from Orochimaru himself. Oro is his student and has the most knowledge in the manga in regards to everything, so I think its safe for me to trust what he has to say about his sensei.

From what we know about Hiruzen during his first reign, from info received from anbu, danzo, orochimaru, hiruzen, enma, and iruka, its safe to say that during his first reign he was a powerhouse and deserves to be in Tier 1.

then I guess she's at least three tiers above Oro who in full healthy state couldn't stomp a weakened Hiruzen U_U
