Almost the half of his hand is literally stuck inside Raikage's body when he grabs him. He can't even pull it out, evidenced by his 'unh,' and not being able to pull his arm back. I mean, he's long enough in Genjutsu to shudder and skid to a halt, Sasuke pants, and turns around and that is when Bee attacks. If he wanted to kill him that Chest busting would never have happened. I agree but he should've had a back up plan for that. At the very least retreat and wait for another opportunity to kill Danzo. Instead he wanted to test his power assuming Kages were weak.
