Raikage was too afraid to face him 1v1 but instead of taking advantage of the situation Sasuke became arrogant and assumed he could just hack and slash his way to the boss like a noob playing Dark Souls.
Picture it this way, you can have the power to neg a bijuu, you can solo an army of fodder, but trying to pass through a small building filled with Kages and high tier jonin that have intel on you is plain suicidal, especially when you have no back-up plan.
Arrogance is the difference between losing a fight and winning, and out of all the weakness a shinobi can have it's what Indra incarnates (and Uchiha in general) are most prone to.

I don't think you have even bothered to read the manga bar some poor readings of Sakura's feats, which are just as easily dismantled. Almost the half of his hand is literally stuck inside Raikage's body when he grabs him. He can't even pull it out, evidence by his 'unh,' and not being able to pull his arm back. Can you see it happening in this image? God, I hope so!

So, basically, you contradicted your own main argument: Sasuke was supposed to know that his Chidori would not completely go through?
